Think you are way off the mark there, Howell made no attempt to tackle him, he simply threw the elbow at Tomkins jaw, one mof the worst i have seen personally, up there with Cassidy on Morley. It was a deliberate calculated head attack in my opinion, no attempt at all to make a legal tackle.
